Setu Mandal (40), is a resident of Nandipara area of Khilgaon in the capital. The teenager called the boy in front of this reporter after asking for his mobile number for a report. He said that he did not have the phone number in his memorySonon knows He just picked up the call. His smartphone stays with his son.

Rani Mandal, a pregnant woman from Guita Krishnanagar village of Taranagar union in Keraniganj, Dhaka, has been enrolled in the government’s mother and child support program. The mobile number used in the online application for enrollment belongs to her husband Deepta Mandal. Kavita’s husband told Prothom Alo that his wife cannot apply online. So he applied with his mobile number on behalf of his wife.

Sethu Mandal and Kavita Rani are the owners of the handsets but are not availing of other technical benefits of this device. A large part of women still does not have a mobile phone. Besides, they are far away from devices like computers and laptops.

A survey report by the Bangladesh Bureau of Statistics (BBS) also revealed that women like Setu and Kavita are lagging behind in the use of information technology. The BBS released a preliminary survey report in November last year on the individual’s and households’ access to and use of information technology. It is said that about 62 percent of the people in the country have their own mobile phones. More than 72 percent of men and more than 51 percent of women own mobile phones. About 34 percent of men’s own smartphones, 21 percent of women.

In such a situation, International Women’s Day is being celebrated on Wednesday, March 8. This year’s theme of the day: ‘Digital technology and innovation, will eliminate gender discrimination’.

The Department of Information and Communication Technology (ICT) has set up ‘Sheikh Russell Digital Lab’ in 9,011 primary and secondary schools across the country, including those four. The main objective of this lab is to develop a skilled population in ICT.

State Minister for Information and Communication Technology Junaid Ahmed told Prothom Alo that the government is working from schools to entrepreneurship level with the goal of making the participation of women in information technology 30 percent by 2030 and 50 percent by 2041. The government is working to face the challenge of digital inequality between men and women. The results of this work will be available in the next 5-10 years.

Discrimination in internet and mobile phone usage
A 2020 report by the South Asian Network on Economic Modeling (SANEM) on youths (Dynamics of Youth and Gender Inclusivity in Technology in Bangladesh) states that girls are half as likely to own a mobile phone as boys between the ages of 15 and 19. Rural girls have 15 percent fewer mobile phones than urban girls.

According to the report, there is a common perception among families that girls can easily be misled if they have a mobile phone with internet. Again can fall into the trap of fraud.

One of the researchers of Sanem’s research Dhaka University Economics Department lecturer Shakil Ahmed said, the boy in the same family has the same opportunities, the girl is not getting the same. This discrimination has negatively affected the equal inclusion of men and women in technology.

There is less opportunity to stay with information technology in schools
Visiting four schools, it was found that there are few learning opportunities in school even though there are textbooks and labs on ICT. The problem is more acute for girls. Because many girls have less access to computers and smartphones in their families.

3 thousand 200 girls from nursery to class 10 study in two branches of Mirpur Girls Ideal Laboratory Institute of the capital. Among the total 922 female students of class 9 and 10, 556 are studying in the science department. The school has 17 laptops in its lab. Students from class VI to 10 are supposed to learn hands-on in the lab about ICT. However, the girls rarely get a chance to go there. While science students of class IX-X get some opportunities, others do not at all.

On March 1, he went to that school and spoke to 55 students of class 10-science department and two students of commerce department. Among them, 8 people have a computer at home, 15 people have a laptop at home. All students’ parents have smartphones, some have their own.

One of the students said that even after the Corona period, there was not much opportunity to go to the school lab. Most reading of ICT books is taught in class. Another student said that she was able to go to the lab only twice in the last one year. They do the practical class of Power Point presentation by cutting and pasting pictures in notebooks, not by hand.

Ahmad Ullah Kasemi, the only instructor of the school’s lab, told Prothom Alo that the number of laptops is very less compared to the students. Practical classes for each section can be taken once in two months. Zeenat Farhana, head teacher of the school, said that an application has been made to the government for more laptops.

There are 11 laptops in the ‘Sheikh Russell Lab’ of Agargaon Adarsh High School. On March 1, after going to the school and talking to 17 students of class 10, it is known that two students have computers and one student has a laptop at home. Everyone has a smartphone. Students say that programming is also memorized. But none of them know how to program themselves because they are not practical.

A visit to Satarkul School and College on February 28 showed that there is also a shortage of practical classes in the lab due to lack of ICT teachers and devices. ICT teacher is one. Classes are also conducted with three teachers who teach science subjects. The school spoke to 14 students, 4 of whom have access to computers and laptops at home. The rest depend on the school.

Principal of Satarkul School and College Mohammad Helaluddin said, even if there is a desire, it is not possible to teach much.

On the same day, he went to Dakshina Banashree Model High School and College and talked to four students. They said that there is one ICT teacher in the morning branch and one teacher in the day branch. Principal Sanath Kumar Ghosh said that one branch cannot appoint more than one ICT teacher.

SAM Rafiqunnabi, Joint Secretary, Directorate of Information and Communication Technology and Project Director of ‘Sheikh Russell Digital Lab Establishment Project (Second Phase)’. Usage means Facebook-Youtube
98 percent of schoolgirls reported that they use social media such as Facebook and Instagram to communicate with information technology. And listening to music on YouTube, watching movies. Except for three, the rest have no contact with any knowledge-based group on Facebook. Most people don’t know how to protect themselves online.

Professor Lafifa Jamal of Dhaka University’s Robotics and Mechatronics Engineering Department told Prothom Alo that too much use of social media cannot be encouraged. If we want to see Bangladesh as a place of innovation, we must give opportunities to girls in technology. Given a little chance, women can play a greater role.

Girls do well when given a chance
Bangladesh Open Source Network undertook a training initiative in 2019 to advance girls in science and technology in Bhangura, Pabna. Sadia Anjum, a ninth grade student of Bhangura Zarina Rahim Girls’ High School, got an opportunity to take training at that time. Later, Sadia won the Bangladesh Robot Olympiad in 2021 individually and in 2022 with Chhota Bhai Bhangura Public School’s 10th class student. The team of three, led by Sadia, then got an opportunity to participate in the International Robot Olympiad held in Thailand.

Sadia’s team won silver and bronze medals for making commercial robots and making films about robots. Another member of the team is Nusaiba Tazreen, a class eight student at YWCA School in the capital.
